I purchased this color a year ago, and had high hopes for it. Given the mixed reviews, I'm pretty sure the formula is not consistent between costumers. I saw this originally in a Casey Holmes video and it was beautiful. Mine, though, is like poor, dense chalk. No amount of water, eye drops, not even fix+ are able to increase the pigmentation beyond a streaky faded blue. (Posted on 2/16/16)

I love blue, and Holy Pigmentation, Batman! This is a true blue. Gorgeous color. It does take a little bit of work - not a color for beginners as it is tricky to blend. But wow is the color gorgeous with my green-blue eyes. It also did not fade through out the day as so many of the deep color have a tendency to do. I just got my first order of MUG eyeshadows. I had high hopes for Neptune but was pretty disappointed. I had to swatch it very heavily to get it to look similar to the swatch shown here on the website. It is a very pretty color in the pan and when heavily swatched, but it was not nearly as pigmented/smooth as I expected. It did apply a bit better over a primer, however it also applies darker over a primer. To keep the color true I had to apply it without primer so it's tricky to work with.
If you want a really super pigmented blue like this, I suggest Glamour Doll Eyes' Mingles - it is an unblended loose shadow/pigment... I think super bright / electric colors maybe perform better in loose powder/pigment form. I forgot I owned that but it is everything you could want from a bright blue shadow. I think MUG should look into offering unblended pigments like that for bright colors because they are amazing! I was happier with my other MUG shadows in the order - Corrupt (wow!), Prom Night, Beaches & Cream (perfect neutral lid color for my NC25ish skin), Sensuous, and Unexpected. I think I am more of a fan of MUG's blushes than the eyeshadows though. (Posted on 9/5/14)

I REALLY wanted to like this shadow, but I just don't. Let me say that I know matte bright colors are a challenge. This one is very chalky and goes on unevenly. In the comparison swatch between the MUFE version and the MUG version... I could not get the color to go on as smoothly as in the picture. No matter what I tried it looked blotchy like the MUFE version. I tried with Urban Decay primer and with NYX's pencil in Milk as a base. Both ways it came out VERY splotchy. I still need to try it wet, maybe then it will go on evenly. The other reviews on this color are glowing, but also from 2012. Perhaps the formula changed? Skip this one, I'm giving it a thumbs down.
