I actually prefer liner along the lashes as opposed to the waterline- it’s sexy. I also prefer gel liner to liquid/pencil . . . it just works better for me.
But if you try the waterline, like Shelly said, don’t use liquid.
They were apparently discontinued. Which it unfortunate, because they really were amazing. I haven’t used any other drugstore cream/gel eyeliners, but I would recommend MAC blacktrack fluidline if you’re willing to try something outside of drugstore brands.
The dress is pretty in-your-face, and I feel like a more subdued look would go well with it. My first instinct would be to go with a fairly simple eye- though maybe with slightly dramatic eyeliner, maybe false lashes if you’re comfortable with them- and a pink lip.
I would also make sure to moisturize your eyelids, but I agree with karlaneese, primer makes a huge difference!
Did you apply the eyeliner on your waterline or above your lashes? You may have just made the line too thick. You could also try brown eyeliner if you’re looking for a more subdued look.
I have blueish-green eyes too. If you want to bring the green out, you could try pink eyeshadow.
Unfortunately, that’s all the advice I can give. I personally wear a lot of browns, golds, and pinks.
