I’ve been using Lush’s moisturizers religiously for about six years now.   They have a pretty wide range for all skin types, but my favorite one is Skin Shangri La, which is their super dry skin formula.

I learned here about the Mario Badescu Control cream – it’s not necessarily an eye cream, but it just really kills any super dry skin.  I also get eczema on my eyelids in the winter, and it totally takes care of it.
