I have oily skin, but more mature (meaning over 30) which has definite cold weather issues.  The minute the weather gets cold, my oily skin, while still oily gets really flaky all over.  I even exfoliate once a week.  I have used cetaphil cream in the past (too emolient) with rather mixed results. I am not opposed to a moisturizer, but I am not sure that is exactly what I need.   Anyone with similar issues, what do you use and recommend?

I think a moisturizer is exactly what you need. Something light will do. You may also need to exfoliate more often during the winter months. Try twice a week at first.

I think ,Very cold weather can cause dry patches to appear and if left can begin to spread. These dry areas can become red and very itchy. It is a result of the cold and dehydration.
